Gathered in Antananarivo, technical and financial partners are seeking to reduce the time required to mobilize funds.
Ensuring that mobilized funding produces concrete results more quickly is one of the main objectives of the revitalization platform for technical and financial partners, held on September 23 at the Novotel Antananarivo. The meeting aims to improve coordination between the Government and its partners, as well as to reduce the delays that slow down project implementation.
At the heart of the discussions is the issue of the use of external funding. Despite the amounts mobilized, their disbursement and implementation sometimes remain lengthy, particularly due to procedures and requirements related to fund management. For Prime Minister Mamitiana Rajaonarison, this situation must change. “We have our programs and projects, but it is our partners who help us implement them,” he explained.
The Government also intends to act on procedures that fall under its responsibility. “If the problem comes from the procedures, we will modify them. It is our responsibility as a Government,” declared the Prime Minister.
According to him, certain procedures required by partners can also prolong the time before funding is mobilized. He therefore calls for strengthening trust in the country in order to accelerate the process.
For Mamitiana Rajaonarison, one of the main challenges now consists of convincing partners to adapt certain procedures and to strengthen their trust. With the sums at stake potentially reaching several billion dollars, the speed of their mobilization represents an important issue for the realization of projects.
On the ground, the consequences of these delays can be concrete. Funding that is slow to be mobilized also means infrastructure that is delayed, investments postponed, and economic activities waiting to be implemented. Accelerating procedures could therefore allow projects to have faster effects on services, employment, and economic opportunities.
This approach is part of the government’s economic recovery strategy. Among the priorities is the development of infrastructure intended to facilitate investment and the creation of activities. The Government also wishes to avoid this recovery contributing to an increase in the cost of living. The search for new sources of funding is thus part of the guidelines adopted to support the various projects.
For the Prime Minister, the strategy is therefore to mobilize available resources while improving their use.
