POPULATION – Biometric registration surpasses five million milestone

Biometric registration is drawing significant interest from citizens. With one week remaining until the conclusion of the Prodigy project, the number of registered individuals across Madagascar has crossed the 5.6 million mark, according to Fidèle Rafalimanana, the Prodigy project coordinator, yesterday. The enthusiasm for this biometric registration remains high, with long queues still visible in the districts. “We slept here last night to be at the front of the registration list,” says Léa, a resident of the rural commune of Ambohimalaza, who is determined to obtain her digital identification number.

The Prodigy project is scheduled to end on June 30. “The project itself is coming to an end, but the ‘Izaho Tokana’ component will continue, as stated by the President of the Republic of Madagascar. The entire Malagasy population can continue to register until the end of the year,” clarifies Fidèle Rafalimanana.

Interoperability

The establishment of a unique identifier will centralize data for every citizen within the public administration to instantly simplify access to individual information. Ultimately, this digitalization momentum will radically transform the efficiency of public services.

“The first step is to finalize the registration of the entire population in order to assign a unique identifier to every citizen. We will then proceed with the interoperability of administrations in a second phase. Various administrative services will be interconnected to ensure this efficiency in public service.”

The official launch of biometric enrollment for Malagasy citizens aged 18 and over took place in January 2026. The Prodigy project ensures the payment of field staff allowances before its closure. Consequently, those who worked in May will receive their allowances before June 26, and those who worked this June will receive their payments by the end of the month.
