REGIONAL COOPERATION – Reunion Island and Boeny Region sign a framework agreement

The Reunion Region and the Boeny Region are strengthening their cooperation. On October 7, both local authorities signed a decentralized cooperation framework agreement at the Reunion Regional Council headquarters. The ceremony was attended by the Minister of Interior and Decentralization, Hanitra Velonjara Tiaray Rakotonandrasana, and Reunion Regional Councilor Wilfrid Bertile.

The President of the Reunion Region, Huguette Bello, and the Head of the Boeny Region, Nasolo Adakalo, signed this three-year agreement. It extends the commitment declaration signed on June 20, 2023, as well as the cooperation actions carried out between the two territories since the 2000s.

Key planned projects include the creation of an agricultural hub and the construction of an agricultural and technical high school in Besely, located on the RN4. Cooperation will also focus on priority areas such as education and training, health, culture and sports, biodiversity and environment, agriculture and rural development, as well as youth integration and skills mobility.

Prior to the signing, a meeting brought together delegations and several Reunion-based institutions. Organizations including École du Monde, CHOR, CHU, IRD, CREPS, AFD, and CIRAD presented their ongoing cooperation efforts alongside the Reunion Region in sectors like health, agriculture, sports, and education.

For Huguette Bello, the signing marks a new stage in relations. She stated, “The signing of this agreement is not an end in itself. It is the beginning of a new phase in a relationship that must now look resolutely toward the future. We are two Indian Ocean territories. Two different territories, but faced with similar challenges. Two territories that have much to learn from each other, and above all, much to build together. Our responsibility is to transform this geographical proximity into human proximity.”

The President of the Reunion Region also emphasized a cooperation model based on co-construction rather than mere aid, while recalling the Malagasy heritage of Reunion and the historical and human ties that unite the two territories.
