MEDIA – Canal+ Madagascar Increases Rates Following New Excise Duty on Pay-TV

Canal+ Madagascar subscribers will need to adjust their budgets for pay-TV starting August 17, 2026. The operator has announced a price hike, a measure linked to the extension of excise duty to the pay-TV sector. The 2026 Supplementary Finance Law imposes an 8% excise duty on this sector. “Subscription prices are being adjusted to incorporate this tax, which must legally be remitted to the State,” the company stated in a press release.

This development illustrates the concrete impact of new fiscal measures on businesses and, consequently, on consumers. The new pricing structure brings the Access package to 39,000 ariary, up from 36,000 ariary. The Evasion package increases from 60,000 to 65,000 ariary, and the Access+ package rises from 80,000 to 87,000 ariary. The Tout Canal+ package is now priced at 140,000 ariary, an increase of 10,000 ariary.

The draft supplementary finance bill submitted by the government had initially proposed a 5% excise duty for the pay-TV sector. However, after review by the National Assembly, deputies revised the rate of this indirect tax upward to 8%.

Pay-TV is not the only sector affected by this revision; the telecommunications sector is also impacted. Deputies also raised the excise duty rate applicable to telecommunications to 8%, which had been set at 5% in the government’s proposal.

For households, this increase represents an additional recurring expense. In a context of pressure on purchasing power, the cost of leisure and entertainment services is becoming a more closely scrutinized element in household budget management.
