Madagascar is calling on international investors to support the development of mineral processing industries within its territory, rather than limiting themselves to extraction activities. This appeal was made by the Minister of Industrialization and Private Sector Development, Ny Riana Nampoina Raharimanjato, during a high-level United Nations meeting on critical minerals for the energy transition, held on July 14 in New York.
In his address, the Minister stated that the government aims to end a model based primarily on the export of raw materials. The stated objective is to develop local refining, create jobs, and increase the added value of mineral resources before they are exported.
To achieve this goal, the government official invited international partners and investors to participate in establishing processing units in Madagascar. He specified that this strategy will rely on the UNIDO-Madagascar Country Partnership Programme (CPP) 2026-2030, presented as the framework for cooperation with the United Nations Industrial Development Organization (UNIDO), as well as the National Fund for Industrial Development (FNDI).
According to the ministry, the FNDI is intended to support the development of local refining, assist small and medium-sized enterprises (SMEs), and structure higher value-added supply chains. The ministry also notes that Madagascar has identified 259 industrial opportunities, representing 124 investment projects valued at $1.82 billion, which could potentially generate approximately 20,000 jobs. Furthermore, it emphasizes that the resumption of mining permit issuance is part of the sector’s reorganization policy to encourage investment.
This direction aligns with the government’s desire to leverage strategic minerals as a driver for industrialization, at a time when global demand for resources dedicated to the energy transition is on the rise.
