The joint mission of UN and AU envoys concluded yesterday. Beyond coordinating their approach, the international organizations supporting the Madagascar dossier are now harmonizing their discourse.
A common line has emerged. Judging by the statements and actions taken last week, the international organizations involved in supporting the return to constitutional order in Madagascar are now speaking with one voice.
The joint mission of the United Nations (UN) and the African Union (AU), which ended yesterday, illustrates this. It is a first since the change of power in October 2025. The delegation was led by Mohamed Idriss Farah, Special Envoy of the AU Commission Chairperson for Madagascar, and Parfait Onanga-Anyanga, Special Representative of the UN Secretary-General to the AU. Both have held numerous consultations with Malagasy political actors since July 12.
The joint mission left the country without making a statement, and the press was not invited to any of their meetings. According to a statement from the Prime Minister’s office regarding their meeting with Prime Minister Mamitiana Rajaonarison on Friday, their mandate is to support the ‘Great Island’ in the process of national refoundation.
According to several sources, a new joint mission is expected to be organized in August or September, which may include the Southern African Development Community (SADC) alongside the UN and AU.
The SADC’s Committee of Elders was initially dispatched for a fact-finding mission. The SADC Extraordinary Summit on June 29 subsequently expanded its mandate to include reconciliation, electoral reform, and preparations for the referendum and legislative elections, aligning it with the UN and AU mission.
This support for the return to constitutional order was highlighted during the meeting between the joint mission and Siteny Randrianasoloniaiko, President of the National Assembly, on Friday. The goal remains a peaceful process leading to elections and Madagascar’s return to the African Union family.
Since the change of power on October 13, 2025, Madagascar has been suspended from all AU activities. The return to constitutional order through a presidential election remains the condition for the country’s reinstatement, as emphasized by AU and SADC officials.
Furthermore, all three organizations emphasize the necessity of an inclusive process for national refoundation and consultation, a point reiterated by SADC Executive Secretary Elias Magosi during the 28th meeting of the SADC Ministerial Committee on Politics, Defense, and Security in Malawi.
