“Everyone has a responsibility, all actors of national life.” The message from Thierry Rakotonarivo is clear. The success of the electoral roll revision should not rest solely on the Independent National Electoral Commission (CENI). Political parties, civil society organizations, and other stakeholders are called upon to get more involved in the process. The president of the CENI reiterated this yesterday at his offices in Ivandry.
“We encourage and remind political parties, civil society organizations, and various sectors that they must participate in the development of the electoral roll,” he stated. Their role is particularly expected in raising public awareness. The holding of the revision must be brought to the attention of citizens, as well as the steps to be taken to be included on the new list.
Two weeks after the start of registration, the awareness campaign continues. On the ground, the census of voters is carried out by the Local Voter Census Committees (CLRE), under the responsibility of the electoral institution.
However, the quality of the future list will not depend solely on the work done in the census offices. A broader mobilization is therefore sought. Political parties are called upon to inform their militants and sympathizers, while civil society organizations are invited to relay information to the population.
Through this operation, nearly fourteen million voters are targeted. The revision must also make it possible to correct irregularities noted in the old list, including duplicates and various inconsistencies.
The scale of the objective, however, raises the question of the resources mobilized. Despite the increase in the number of targeted voters, the methodology and material resources remain largely similar to those used during the previous revision in 2022. “What is missing above all is the commitment and courage of the various actors,” believes Thierry Rakotonarivo. For the president of the commission, a reliable electoral roll cannot be obtained without active participation in the monitoring and control of the operation.
The Electoral Commission also wishes to recall a distinction that is often a source of confusion: registration on the electoral roll and the biometric census of the population are two different operations. Electoral registration concerns citizens meeting the required conditions to exercise their right to vote, while the biometric census serves a broader objective of identifying the population.
