The government plans to open 19,584 positions in the public service in 2027, according to the draft finance bill. It intends to strengthen staff numbers based on needs while controlling public spending.
A portion of these positions will allow for the replacement of agents permanently leaving the administration. Forecasts indicate 4,447 retirements and 843 other permanent cessations of duties, notably due to resignation, death, or dismissal, totaling 5,290 departures.
After these replacements, the net increase in staff would reach 14,294 agents nationwide. The distribution of positions takes into account the required qualifications, the hosting capacities of the ministries, and the graduation schedules of training schools.
The sectors of health, education, justice, public security, and defense will account for 81.51% of the planned positions. The objective is to fill personnel shortages on the ground, better serve isolated areas, and facilitate access to basic public services.
According to the explanatory memorandum, these recruitments aim to strengthen staff where needs are greatest. At the same time, the government intends to preserve the balance of public finances, control the wage bill, and modernize the administration.
