According to estimates presented during a meeting at the Prime Minister’s Office yesterday, projects funded by the World Bank alone, totaling 1.085 billion dollars—or more than 4 trillion Ariary—are currently on hold due to administrative bottlenecks.
Administrative slowness comes at a high cost. This was the conclusion of a meeting held yesterday at the Mahazoarivo State Palace between the government and World Bank teams. Several projects financed by the Bretton Woods institution are stalled, including critical energy infrastructure and power distribution improvements. This is particularly regrettable given that insufficient electricity production is the primary cause of the recent resurgence in load shedding.
The meeting focused on identifying procedural obstacles, such as complex validation circuits, that delay project implementation and fund disbursement. Issues regarding the compensation of affected individuals and the acquisition of land rights were also highlighted as major hurdles. Prime Minister Mamitiana Rajaonarison emphasized that securing funding is not the end goal; the priority is to transform these funds into concrete projects that benefit the population.
The Prime Minister reiterated the government’s commitment to “speed, impact, and innovation,” instructing officials to remove redundant steps and streamline compensation payment systems. This issue has been a recurring concern, previously raised by the Minister of Economy and Finance, Herinjatovo Ramiarison, and members of the National Assembly at Tsimbazaza, who noted that administrative heaviness significantly impacts budget execution and public investment.
