LEGISLATION – Experts draft new cybersecurity framework

Madagascar is finalizing its cybersecurity law, marking a significant milestone. “The process is nearing completion, and the new regulatory framework will be published shortly,” stated Mahefa Andriamampiadana, Minister of Digital Development, Posts and Telecommunications, during the opening of the Cybersecurity Symposium held at the Novotel Alarobia yesterday and today.

Cybersecurity is no longer an option, but an absolute priority. This transition toward digital security is a logical extension of structural reforms conducted in recent years. It all began with the massive introduction of digitization and digitalization, exemplified by biometric enrollment. Today, the expansion of networks and the modernization of infrastructure are becoming a reality for the population. This rapid adoption of technology comes with new risks. As citizens increasingly use these tools, their protection becomes mandatory. It is precisely to address this challenge that the symposium has adopted a tripartite dimension, bringing together key stakeholders in the sector. “One of the major objectives of this event is to raise awareness and mobilize local youth. As holders of key skills, these young talents will be supported and highlighted to build the Nation’s future digital defense and security systems,” the minister indicated.

The future cybersecurity law will allow for the precise definition of a security incident and the identification of Organizations of Vital Importance (OIV). “This legal framework will not be merely theoretical: it will incorporate a system of strict injunctions. In case of non-compliance with the established rules, severe sanctions will be applied, whether targeting political decision-makers or technicians on the ground,” stated Eric Rakotomaniraka, Director General of the Computer Incident Response Team (CIRT).

The Cybersecurity Symposium is an event organized by the CIRT, under the high patronage of the President of the Republic of Madagascar, supported by the Ministry of Digital Development, Posts and Telecommunications, in collaboration with technical assistance from the Digital Governance Unit (UGD) and funding from the Prodigy project.
