Social media, direct calls, and formal complaints: the Ministry of Higher Education and Scientific Research (Mesupres) states that it is actively taking into account the reports submitted to it. In addition to field inspections, the ministry aims to identify non-compliant institutions more rapidly through the “Fôsika” operation. Received files are subsequently forwarded to competent authorities, including the Independent Anti-Corruption Bureau (Bianco).
Inspections of higher education institutions are no longer solely based on field visits by ministry agents. Citizens are now invited to report institutions or training programs that appear irregular. This is the core principle of the “Fôsika” operation launched this year. According to the Director of Accreditation and Quality Assurance (Daaq), Dr. Bearisoa Rakotoniaina, citizens who observe irregularities can file a complaint or submit a report to Mesupres via telephone, formal complaints, or private messages on social media.
Many people have already submitted reports, according to the Daaq. This information allows the ministry to direct its control operations and identify structures operating outside the legal framework. Institutions lacking authorization or failing to meet required standards may face measures, up to and including closure. The same applies to those issuing diplomas under irregular conditions. Complaints received under the “Fôsika” operation are also forwarded to Bianco for necessary follow-up.
This initiative comes as the ministry strengthens field controls, particularly in preparation for the National Accreditation Commission scheduled for September 21. The goal is also to warn students and their parents against training offers that may seem attractive but lack guaranteed recognition or quality. Before paying potentially high fees, the recommended reflex is to verify the institution’s legal existence, its authorization, and the recognition of the proposed training.
