Anti-Corruption Fight: Colonel Randrianirina Calls on Tax Authorities to Crack Down

“Torohy,” a digital platform for reporting corruption and abuse in the tax sector, was officially launched yesterday. The Head of State challenged officials at the General Directorate of Taxes to go beyond mere formalities and take strict action if illicit activities are proven.

“Would you dare to crack down?” This question was posed by Colonel Michaël Randrianirina, the Head of State, yesterday at the Carlton Anosy during the launch ceremony of the “Torohy” platform. This tool is designed to allow the public to report cases of corruption and related offenses within the tax administration.

The implementation of the “Torohy” platform is an initiative of the General Directorate of Taxes. The question, “Would you dare to crack down?” serves as a call to tax officials to act and impose sanctions when corruption is confirmed. The digital platform must not become a mere repository for complaints. The senior officer emphasized that officials from the General Directorate of Taxes, and to some extent the Minister of Economy and Finance, must be prepared to hand their colleagues over to the justice system and impose disciplinary sanctions.

“I dare to say that 90% of the employees in your directorate will be the subject of complaints on this platform,” Colonel Randrianirina declared. Beyond demonstrating a desire for integrity, it is about taking responsibility impersonally and without complacency. It requires transcending cronyism and corporatism to transform corruption reports into genuine investigations and, when justified, prosecutions against those involved.

The Head of State expressed his wish for a similar system to be implemented at the General Directorate of Customs and the General Directorate of the Public Treasury. He stated that with this platform, practices such as taking percentages for releasing public procurement funds, applying different tax rates for the same activity, or fiscal favoritism must cease.

Colonel Randrianirina stressed that the fight against corruption must be conducted without concessions or favoritism, noting that this scourge is a primary cause of the country’s impoverishment and a cornerstone of the “Refondation” (Refounding) policy.
