More than six million Malagasy citizens have already been registered, far exceeding the initial target of two million set for the first phase. The first phase of biometric registration for citizens aged 18 and over was evaluated during a two-day workshop held at the Carlton Anosy Hotel.
Conducted from April to June, the operation significantly surpassed the authorities’ expectations. While the goal was to reach two million registrations in three months, over six million Malagasy people were ultimately registered.
This meeting provided an opportunity to assess the results of this first stage and identify areas for improvement for future campaigns. Officials specifically discussed the difficulties encountered in the field to optimize the system.
For the Ministry of Interior and Decentralization, this operation is part of the modernization of civil status in Madagascar. Minister of Interior and Decentralization Hanitra Velonjara Tiaray Rakotonandrasana reiterated the importance of having a legal identity, which is considered the foundation for establishing a national digital population register.
A second phase of biometric registration is already in preparation. It will be supported by the DECIM project, funded by the World Bank Group, to continue the development of the national identification system.
