Employees of the Urban Commune of Antananarivo (CUA) are escalating their demands for housing allowances, threatening to go on strike next week.
Unions representing CUA staff have filed a 48-hour strike notice with the municipal authorities. They also announced plans for a demonstration at the Analakely City Hall. Jean François Raharijaona, president of the SMKAR union, stated that workers remain uncertain about when they will receive their housing allowances, despite recent discussions with city leadership.
The municipal representatives’ response further fueled staff discontent. Technical advisor Zo Andriatsilavo cited an pending decision from the Council of State regarding the allowance amount, but his explanation—and the announcement that the President of the Special Delegation (PDS) is currently abroad—failed to appease the workers, who demanded immediate action.
The potential strike threatens to disrupt administrative services, including the issuance of building permits and civil status documents, as district agents are among those demanding the allowance.
The core demand is the implementation of the decree granting a 200,000 ariary housing allowance to all state agents, effective from July. However, this adjustment was absent from their July pay slips. The Ministry of Interior and Decentralization has clarified that municipal and regional councils are responsible for determining the amount and payment terms of these allowances, citing administrative and financial autonomy.
