The scenario from April is resurfacing. Three months after its initial activation, triggered by disruptions in the international oil market, Madagascar has reinstated a state of energy emergency.
The decision was adopted during the Council of Ministers. Regarding hydrocarbons, the decree published by the Presidency aims to implement the automatic price adjustment mechanism, as the international context remains highly volatile, stated Cydolain Raveloson, Director General of the Malagasy Office of Hydrocarbons (OMH).
This new measure comes in a context marked by renewed tensions in the Middle East, reviving uncertainties regarding the evolution of the international oil market. The goal is to anticipate the consequences of a potential oil shock and to have the necessary means to secure fuel supplies and ensure the continuity of essential services.
Provided for by Article 61 of the Constitution, this decision allows the State to address situations likely to have a major impact on the national economy and the lives of the population. In the energy sector, it offers authorities the ability to quickly take measures to organize supply, prevent risks of shortages, or regulate market operations.
A week before the decree was announced, an initial restriction measure had already been applied to fuel purchases. Each buyer was limited to a maximum volume of one hundred liters per day.
The reinstatement of the state of energy emergency comes a few days after the reactivation of the automatic fuel price adjustment mechanism, which had been suspended during the previous crisis. To date, pump prices remain set at 4,860 ariary for diesel and 5,100 ariary for gasoline.
Regarding hydrocarbons, the OMH reiterates that the automatic price adjustment mechanism remains applicable. The organization clarified that the decree on the automatic price adjustment mechanism is being enforced.
Faced with concerns about a potential rise in pump prices, the OMH is reassuring. We have not yet reached the phase of increasing fuel prices. The government is mindful of the population’s purchasing power, it emphasized.
