“It is not a luxury, it is a responsibility,” emphasized Tondraha Razaha, the new President of the Special Delegation (PDS) of the urban commune of Toliara. His inauguration was conducted by the Prefect of Toliara, Bruno Ibramdjee, during an official handover ceremony from Deputy Mayor Albert Leda at the commune’s main hall yesterday. Under the law governing decentralized territorial collectivities, the new PDS serves as the primary authorizing officer for the commune’s budget.
The PDS announced that his immediate priority is to audit the commune’s financial resources. “Key priorities include addressing the unpaid salaries that staff have been protesting for months, ensuring accountability to taxpayers, urban sanitation, and waste collection. We also intend to closely examine the proliferation of illegal constructions,” he stated.
Regarding illegal occupants, Razaha positions himself as a “seeker of consensus and compromise,” noting that each case must be handled individually to avoid causing public distress. He called upon the city’s active forces to help restore the image of the “City of the Sun,” which currently struggles with waste management, poor street lighting, and market disorganization. The Atsimo Andrefana region, supported by private operators and the regional Public Works department, has already begun rehabilitating key city roads.
However, questions have been raised regarding the status of one of the two vice-presidents, Serge Vital, under Law 2021-010, which requires vice-presidents to be state agents serving in the relevant collectivity. Vital, a former kick-boxing champion and entrepreneur, does not currently hold a state agent position, creating a potential legal ambiguity regarding his appointment.
