How many of us know or have already dialed the number “147”? This is the green line used to report any type of violence against a child. The statistics are alarming. In 2025, this national system received 405,471 calls and contributed to the identification and referral of 680 confirmed cases of violence against children, according to UNICEF Madagascar.
Under the supervision of the Urban Commune of Antananarivo (CUA), the 147 number is a child helpline dedicated to reporting cases of mistreatment, violence, abuse, and exploitation against children. The call is free, available 24/7, and accessible throughout Madagascar across all 24 regions. Established 15 years ago, the system aims to ensure listening and rapid orientation of victims and witnesses of violence toward competent services for their care.
To further strengthen assistance and care for child victims of violence, UNICEF Madagascar has provided new equipment to the 147 green line call center. This equipment includes ten computers and ten desktop monitors, ten UPS units, a multifunction printer, ten headsets, six smartphones, a server hard drive, eleven power strips, and a speaker with a microphone.
Alongside the handover ceremony last Tuesday, UNICEF, through its representative in Madagascar, Christine Jaulmes, and the Urban Commune of Antananarivo, led by its Special Delegation President (PDS) Feno Ralambomanana, also signed a multisectoral action plan. This renewed collaboration aims to strengthen the child protection system, prevent all forms of violence, and improve access to quality social services. It also covers nutrition, early childhood development, community mobilization, youth participation and engagement, as well as resilience in emergency situations.
According to the PDS of the CUA, this strengthened partnership allows them to provide the means to act in a more integrated way to protect children, improve their access to essential services, support their development from early childhood, and encourage youth participation in city life. “Every child deserves to grow up in a safe, protective, and caring environment. With the Urban Commune of Antananarivo, we share the same ambition: to ensure that no vulnerable child is left behind,” concluded Christine Jaulmes, UNICEF Representative in Madagascar.
