Madagascar and France have formalized three cooperation agreements funded by the French Development Agency (AFD). These agreements focus on supporting the justice sector, continuing the Lalankely 4 urban development project, and providing budgetary support for social priorities, specifically education and health. Through this funding, the AFD intends to support Madagascar’s development efforts, particularly in sectors with a direct impact on the population.
“The three signed agreements are linked to projects that respond to the aspirations of the Malagasy people,” stated Dr. Herinjatovo Ramiarison, Minister of Economy and Finance, during the ceremony held yesterday in Antaninarenina.
The Minister clarified that this financing combines grants and concessional loans. “The budgetary aid for social priorities includes a portion in the form of grants, while another is mobilized under concessional terms,” he explained.
According to him, these supports are in line with previously made commitments. When questioned about the evolution of social budgets under the Supplementary Finance Law (LFR), he indicated that there was no major decrease in the operating budgets of the concerned sectors.
Regarding education, he noted “a slowdown in the pace of recruitment, but not a decline in general operations.”
For his part, Arnaud Guillois, Ambassador of France to Madagascar, reaffirmed France’s commitment to supporting the country’s development. “We have taken the bet to support the goals of the national renewal. It is important that Madagascar can continue its development and that these projects open up areas for the direct benefit of the Malagasy population,” he stated.
