The FFKM has published the schedule for the national consultation. This summary plan indicates that discussions are set to begin this coming August and will continue through March 2027.
The schedule for the various stages of the national consultation process, released by the Council of Christian Churches in Madagascar (FFKM) during a service marking the 66th anniversary of independence on Sunday in Avaratranjoma, serves as an indicative framework.
As the churches recalled in a statement accompanying the publication of the calendar on Sunday, the Head of State has granted them full authority over the conduct of the national consultation process. Furthermore, during a meeting on June 3 at Ambohitsorohitra, the FFKM was given a free hand to develop the related timeline. Colonel Michaël Randrianirina, President of the Republic Refoundation, reiterated his full confidence in them during the Avaratranjoma service.
However, in terms of form, the calendar set by the churches is striking. It provides only periodic indications across three phases for the various steps to be implemented. The first phase, which began this June and will run until July, includes logistical preparations and the training of personnel who will lead the debates. These debates are intended to reach the grassroots level of the community, including the fokontany, according to the objectives set by the FFKM.
State Challenge
The churches note that in this consultation process, the State acts as a partner in organization and implementation. The State, through the Minister in charge of Refoundation, was expected to have already commenced the necessary human resource training and logistical preparations at the beginning of the year. This ministerial department had previously announced that the national consultation would be concluded by the end of this year.
The calendar published by the FFKM simply indicates that the core of the debates is scheduled for the second phase of the process, spanning from August of this year to March 2027, without further detail. According to the plan, the synthesis of “people’s aspirations” and the drafting of technical documents are also scheduled for this second phase, as is the drafting of a draft Constitution and electoral laws.
The third phase of the calendar scheduled by the churches begins in April, with no precise deadline. The FFKM includes the establishment of an entity responsible for monitoring the “implementation of the Refoundation before the elections.” Once again, the Ecumenical Council provides a concise indication. In this third phase, the FFKM mentions a commitment to preparing for the elections, with the churches planning training in election observation, civic education, and monitoring the revision of the electoral list.
Although there is a slight discrepancy, the calendar published by the FFKM aligns with the schedule indicated in the roadmap titled “Republic Refoundation Program,” which was submitted to the Southern African Development Community (SADC) at the end of February. This program confirms the state’s ambition to hold a referendum or constitutional action, as well as the presidential election, by the end of 2027.
