Starting in July 2026, civil servants will receive a monthly housing allowance of 200,000 Ariary to support their purchasing power amidst rising costs of living.
The payslips of civil servants will undergo a change effective July 2026. A monthly housing allowance of 200,000 Ariary will now be integrated into the salaries of state employees. This announcement was made by the Minister of Economy and Finance, Herinjatovo Ramiarison, during the signing of three cooperation agreements with France held yesterday in Antaninarenina.
This allowance aims to improve the living conditions of civil servants and assist them in covering housing-related expenses. The Minister stated that this measure is already included and budgeted for in the 2026 Initial Finance Law. Its official implementation will begin in the second half of the year, starting from July.
According to a source within the Ministry of Economy and Finance, this decision applies to all categories of active civil servants. The minutes of the Council of Ministers published on June 10 specify that this allowance will apply to civil servants, agents of decentralized territorial collectivities, and public organizations.
The announcement has been well-received by state employees, who see it as a response, albeit partial, to the difficulties caused by the rising cost of living, particularly regarding housing expenses.
A welcome initiative
Teachers already benefit from a chalk allowance of 135,000 Ariary, in addition to this 200,000 Ariary housing allowance. “It is a very good initiative. Rental prices keep increasing, and this allowance will allow us to better manage our monthly expenses. It might not be enough, but it is already a significant support,” says Léonie Razafindraketaka, a civil servant teacher.
This sentiment is shared by many administrative agents. “We have been waiting for this decision for several years. The 200,000 Ariary won’t solve all our problems, but it will improve our purchasing power, especially for those who rent their homes,” testifies Vonjinirina, a civil servant.
While civil servants already benefit from certain support measures, particularly allowances that boost their monthly income, the situation remains different in the private sector. Indeed, many private sector employees are still awaiting the effective implementation of the minimum wage set at 300,000 Ariary, for which the application decree remains a key element for its actual enforcement.
