The Compagnie Générale d’Hydroélectricité de Volobe (CGHV) has launched an initial information and consultation campaign for the communities of Fanandrana, Ambodilazana, and Toamasina, as part of the preparations for the road construction project linked to the Volobe Amont project. The meetings, held from September 15 to 18, 2026, focused on the Environmental and Social Management Plan (ESMP) and the Resettlement Action Plan (RAP).
The consultations aim to inform communities about the various stages of the process and to gather their questions and concerns. CGHV presented situations that could lead to potential relocation and the categories of people who might be affected. Discussions also covered eligibility and compensation principles for losses related to the works, including housing, land, property, activities, or income.
CGHV specifies that the RAP includes several steps before any potential relocation, such as identifying and inventorying affected people and assets, assessing impacts and rights, and conducting exchange and negotiation phases. Where applicable, the process also includes site preparation, moving, and resettlement.
At this stage, the consultations serve as an information and exchange phase in the project preparation process. The CGHV statement does not currently provide the number of people or assets that would be definitively affected by potential relocation.
A Grievance Redress Mechanism (GRM) was also presented to the communities, allowing affected individuals to submit questions, concerns, or complaints related to the project and the RAP process. Expressed concerns are to be recorded, reviewed, and addressed through a structured and accessible process.
Finally, CGHV indicates that dialogue with the communities will continue as studies progress and the various stages of the ESMP and RAP advance.
