Advocacy efforts continue. The Malagasy government does not intend to stop at the extension of the African Growth and Opportunity Act (AGOA) until December 2028. While the United States House of Representatives has just adopted the text granting eligible African countries preferential access to the American market until December 31, 2028, the Ministry of Trade and Consumption has announced its intention to continue consultations and advocacy actions with American authorities to obtain a ten-year extension of this law.
For the ministry, this 10-year extension, if obtained, should offer “greater stability and long-term visibility to exporters and investors, while further strengthening trade relations between Madagascar and the United States.” In the meantime, the ministry welcomes the decision adopted on Tuesday by the U.S. House of Representatives, following the Senate’s adoption of the text on August 8. It describes it as “great news full of hope” which should “strengthen investor confidence in the American market.”
The next step will be the approval of the text by the American President, which will finalize the procedure and make this extension effective, the Ministry of Trade and Consumption (MinCC) indicated. Originally set to expire in 2025, AGOA had already been extended once for one year, until December 2026. Congress had proposed a three-year extension, but Donald Trump had reduced the period to one year.
