ANTANANARIVO – Polluters face a fine of 50,000 Ariary

The Urban Commune of Antananarivo (CUA) is taking a tougher stance against acts of incivility. It has announced the enforcement of sanctions stipulated by the Municipal Hygiene Code.

Zero tolerance for polluters. Anyone committing acts of incivility or illegal waste dumping will now face sanctions. “Following extensive cleaning operations and awareness campaigns, the CUA will proceed with the application of penalties provided for by the Municipal Hygiene Code (CMH),” stated a press release published on the Antananarivo municipality’s Facebook page last weekend.

Any offender is liable to a fine of 50,000 Ariary. They will also be required to immediately restore the area by cleaning the spaces they have polluted, as well as the surrounding vicinity.

These sanctions will specifically apply to individuals who throw solid waste, mud, urine, excrement, bricks, bottles, or metal objects into communal trash bins. Dumping garbage, excrement, or domestic wastewater onto sidewalks or into canals also constitutes an offense.

The CUA will deploy its municipal police officers and hygiene inspectors to record infractions and enforce the penalties.

“Final adjustments will be made this week to intensify awareness. The transition to the enforcement phase will begin at the start of July,” a source within the CUA indicated.

Throughout the month of June, the municipality ramped up sanitation operations in the capital. On June 20, its teams mobilized alongside numerous organizations and associations for a massive cleaning operation across the six districts of Antananarivo, as part of a national sanitation effort. In the aftermath of Independence Day, a new cleaning operation was conducted in the most frequented neighborhoods, including Analakely, Behoririka, Anosy, and Mahamasina, where waste had accumulated following the festivities. Agents washed the streets, reorganized markets, and evacuated waste left over from the celebrations to restore the city’s cleanliness.

Despite these interventions, acts of incivility persist. Illegal waste dumping, the discharge of urine into canals, and open defecation continue to degrade the urban environment.
