Following sanitation operations, disorder is gradually returning to the streets of Antananarivo, characterized by the occupation of sidewalks, illegal waste dumping, and general incivility.
The return of chaos is increasingly visible in the capital’s streets. Pedestrians, merchants, carts, and vehicles now compete for every available space, making daily travel more difficult. In Anosibe, some merchants unload goods directly onto the road, while pedestrians weave between cars outside designated crossings, worsening traffic jams.
In several neighborhoods, sidewalks are once again occupied by informal vendors, forcing pedestrians onto the road. In Namontana, a large portion of the traffic lanes is occupied by street vendors, reducing space for vehicles and passersby.
Illegal constructions are also multiplying, and some public spaces have become living areas for the homeless. Meanwhile, some transport operators no longer respect traffic rules, increasing risks for road users. The proliferation of bicycle taxis and motorcycle taxis has also led to the emergence of new illegal parking areas in several sectors.
Additionally, illegal garbage dumps have reappeared in certain neighborhoods. Beggars and homeless individuals are returning to their former spots, further complicating the management of public spaces.
Transport methods such as hand-pulled carts and horse-drawn carriages do not always respect the rules established by the Urban Commune of Antananarivo (CUA). According to an April statement, these vehicles are only authorized to circulate during specific time slots: before 7 a.m., between 10 a.m. and 12 p.m., between 2 p.m. and 4 p.m., and after 6 p.m.
Observers attribute this situation to a lack of civic education. Municipal officials acknowledge the difficulty of maintaining order without active public participation, while Feno Ralambomanana, President of the Special Delegation (PDS) of the CUA, admitted that restoring the capital remains a complex and ongoing challenge.
