AGRICULTURE – National Assembly approves a new expansion of over 2,500 hectares of rice cultivation in Bas-Mangoky

The bill regarding the financing for the expansion of the Bas-Mangoky plain has been adopted by the National Assembly. Spearheaded by the government, this initiative aims to increase the arable area by an additional 2,700 hectares, reported Gaëtan Ramindo, Minister of Agriculture and Food Self-Sufficiency, this Monday in Tsimbazaza.

According to the minister, the area already has 2,300 hectares of exploited arable land. Thanks to this new financing framework, the project plans for the development and integration of 2,700 additional hectares cultivated in Bas-Mangoky.

Beyond expanding the surface area, the authorities’ ambition is to revolutionize production cycles by establishing a double annual rice harvest in the same perimeter. This large-scale program is not limited to rice cultivation alone.

The guidelines set by the ministry also place the development of terrain at the heart of priorities, through the progressive transformation of plateaus and valleys into land suitable for agriculture, as well as the improvement of production for essential food crops, with a particular focus on rice and cassava.

This bill authorizes the ratification of the loan agreement related to the financing of the Bas-Mangoky Plain Expansion Project, Phase 2 (PEPBM II), which was signed on May 6, 2026, between the Republic of Madagascar, the African Development Fund (ADF), and the Transition Support Facility (TSF).
