BY-PASS – Colonel Randrianirina catches illegal land-fillers in the act

The crackdown on illicit land-filling operations is intensifying. The Head of State has caught clandestine land-fillers in the act.

Caught red-handed. The By-pass road in Alasora was the scene of an unprecedented event on Wednesday evening. As Colonel Michaël Randrianirina, President of the Refoundation of the Republic of Madagascar, was returning from the Council of Ministers at the Iavoloha State Palace, he came face-to-face with several trucks loaded with landfill material along the Boulevard of Tokyo. The Head of State ordered the convoy to stop immediately. The heavy vehicles remained immobilized on the spot.

“These trucks were deliberately immobilized on the side of the road to allow for a public inspection the following morning, enabling the public to directly witness the facts,” he explained.

While heading to Iavoloha yesterday morning, the President returned to the site to monitor operations closely and be briefed on the details of the activities. Accompanying him for this field assessment was the Minister of Territorial Planning and Land Services, General Lylyson René de Rolland. The information gathered confirms the illicit nature of this landfilling. “Although this reclaimed land is in a buildable zone, no authorization has been issued by our department yet. Therefore, it constitutes an offense,” announced the Minister.

The President of the Refoundation insisted that these illicit filling operations were not occurring only in the commune of Alasora. He emphasized that other vehicles had also been intercepted in Ambohimanambola.

He firmly reiterated that no landfilling should be carried out without strict compliance with current laws and regulations. Several directives were issued for the impoundment of the trucks, the immediate cessation of landfill work, the sealing of the area, and a ban on issuing building permits to the project promoter. The latter will be required to pay fines. Furthermore, orders were given for the arrest of the vehicle owners and those responsible for the construction site.

The ban on landfilling has been partially lifted. However, all work remains subject to a prior technical study by an interministerial committee and the approval of the Ministry of Territorial Planning and Land Services. General Lylyson René de Rolland encourages the public to report any landfilling work that threatens the Greater Antananarivo area.
