The increase of the housing allowance up to 200,000 ariary per month will not automatically apply to all agents of Decentralized Territorial Collectivities (CTD). While agents whose salaries are charged to the State’s general budget benefit immediately, for those paid from the collectivities’ own budgets, the application must be decided by the deliberative bodies of each commune or region based on their financial capacity.
In an explanatory note, the Ministry recalls that civil and military state agents, as well as CTD agents paid by the State budget, will receive a monthly housing allowance of 200,000 ariary starting July 2026. However, for agents paid by commune or regional budgets, implementation is subject to the principles of free administration and financial autonomy.
Each collectivity must set the principle and amount of the increase through a municipal or regional council deliberation. The Ministry of the Interior and Decentralization (MID) specifies that this allowance will not be uniform across Madagascar’s 1,695 communes and 24 regions, with amounts potentially ranging from 14,000 to 200,000 ariary.
For collectivities without a deliberative body, a specific procedure applies. In the case of the Urban Commune of Antananarivo (CUA), which lacks a municipal council following the annulment of recent election results, the municipality must first rectify its budget and obtain financial control approval before applying the measure.
These clarifications follow recent protests by CUA employees regarding the new housing allowance, aiming to clarify implementation modalities based on administrative and budgetary status.
