The National Assembly intends to deepen its analysis of the draft law on electronic communications and digital infrastructure. The Commission for Digital Development, Posts, and Telecommunications has announced a series of consultations as part of the review of the text, which is expected to be presented in a plenary session this Friday. The initiative aims to gather observations from various stakeholders during the parliamentary process.
According to Clarisse Manjary, president of the commission, the goal is to “guarantee an inclusive, modern reform that complies with international standards.” The representative from Ivohibe emphasizes that the text must align with the State’s strategic vision, strictly respect the Constitution, and preserve national sovereignty. She also highlights the need for the legislation to ensure fair competition, prevent the abuse of dominant positions, and minimize negative economic impacts on market players.
In parallel, she notes that emphasis must be placed on respecting consumer rights and safeguarding local jobs in the Information and Communication Technology (ICT) sector. She adds that the bill also aims to guarantee genuine public service through the digital opening of regions and rural areas, while imposing rigorous environmental and health standards.
According to the Ministry of Digital Development, Posts, and Telecommunications, the draft law is based on a “single doctrine: opening up competition without discouraging investment.” The text provides for the end of monopolies and exclusive rights in the sector. This openness is accompanied by guarantees for investors, including provisions on the stability of legal, tax, customs, and para-fiscal regimes for the duration of the license, as well as pricing freedom within the framework of infrastructure sharing.
