“Identifying current shortcomings and seeking appropriate responses.” Since Monday, Malagasy diplomacy specialists and technicians have been reflecting on Madagascar’s foreign policy. Five thematic roundtables will be held this week to discuss the major orientations of Madagascar’s diplomacy and foreign policy for the next 15 years. These will conclude with the national diplomacy conference scheduled for September 17.
“This approach is not limited to defining a new vision; it must allow for the identification of current shortcomings and the search for appropriate responses,” explains Andria Razakadrema, coordinator of the Center for Strategic Studies and Analysis at the Ministry of Foreign Affairs. It will also serve as a basis for drafting a white paper on Madagascar’s foreign policy. The organizers of these national consultations aim to make diplomacy a lever for the development and interests of Madagascar.
The first roundtable, which opened the series on Monday, was dedicated to the strategic vision and international positioning of Madagascar. “Madagascar cannot be content with being a mere spectator in the face of the profound changes the world is currently undergoing, marked by shifting geopolitical balances and the rise of climate, energy, and digital challenges, as well as the growing strategic importance of the Indian Ocean,” emphasizes Minister of Foreign Affairs Alice N’Diaye. She advocated for a diplomacy more deeply rooted in the country’s identity and sovereignty, while relying on the values of “Fihavanana” (social harmony) and “Firaisankina” (solidarity).
Upcoming discussions will take into account new challenges related to climate, energy, and digital technology, as well as the increasing strategic importance of the Indian Ocean. The work will also focus on economic diplomacy, relations with international organizations, the modernization of diplomatic infrastructure and resources, human resources, relations with the diaspora, and the protection of national sovereignty.
The reflection process involves the diaspora, youth, universities, the private sector, and civil society. Current and former officials from the Ministry of Foreign Affairs, representatives of relevant institutions and ministerial departments, as well as educators and specialists in international relations and diplomacy, are participating in these consultations.
