Madagascar is entering a critical phase. Since Monday, the country has been undergoing a mutual evaluation of its anti-money laundering, counter-terrorist financing, and anti-proliferation of weapons of mass destruction framework. The opening ceremony was held at the Radisson Blu Hotel in Ambodivona, presided over by Prime Minister Mamitiana Rajaonarison. For three weeks, experts from the Eastern and Southern Africa Anti-Money Laundering Group (ESAAMLG), hailing from Zambia, Rwanda, Kenya, Mauritius, and South Africa, will conduct a thorough review of Malagasy institutions.
The Head of Government emphasized the stakes involved. “Significant efforts have already been made, and this evaluation has been long-awaited,” he noted. For him, this assessment must have “a positive impact on Madagascar.” The government highlights recent progress, including a new anti-money laundering law already passed by the National Assembly and currently under review by the High Constitutional Court (HCC). The Prime Minister reiterated that the State is “fully committed” to this fight, citing his own appointment as evidence of this determination.
This third phase of evaluation aims to measure whether Madagascar is capable of preventing, detecting, investigating, and sanctioning these crimes in accordance with international standards. Beyond the technical aspects, the stakes are diplomatic and economic. Passing this evaluation means strengthening the integrity of the national financial system and reassuring partners regarding the credibility and attractiveness of Madagascar. The conclusions of the ESAAMLG experts are expected on July 30.
