HIT-AND-RUN OFFENSES – Cameras facilitate accident investigations

Video surveillance is helping to solve a significant portion of hit-and-run cases. One hundred and sixty-two cases have been recorded in Antananarivo since January.

One hundred and sixty-two hit-and-run incidents were registered by the Traffic Accident Brigade (BAC) of Tsaralalàna between January and June 2026. A large portion of these investigations has progressed thanks to surveillance cameras.

Connected to the central police station in Tsaralalàna, these hundreds of devices allow authorities to establish the circumstances of accidents and identify the vehicles involved. The gendarmerie, the Presidency, and Artec also have their own networks. However, the use of these images remains strictly regulated.

“A requisition from the prosecutor’s office is required to view and extract sequences that will serve as evidence in court,” the police remind.

Of the 162 recorded cases, 13 involved fatal accidents, 77 involved bodily injuries, and 72 involved property damage.

Nine direct complaints were filed with the BAC where the identity of the fleeing drivers was known, 112 reserve complaints were filed when the perpetrators remained unidentified, and 41 files were forwarded to the prosecutor’s office, leading to the opening of judicial investigations.

In constant contact

Cameras are used daily for traffic management and maintaining order during demonstrations. The command post remains in constant contact with officers deployed in the field.

Law enforcement also emphasizes the importance of private cameras, mobile phones, and onboard recording devices. “It should not be forgotten that private cameras installed on roadside buildings, phone cameras, or small onboard cameras have also assisted the police,” an official confided. Here again, authorization from the prosecutor’s office is essential to utilize these images.

Video surveillance thus plays an increasing role in the fight against hit-and-run offenses, by strengthening the efficiency of investigations and the authorities’ capacity to bring those responsible to justice.
