The Ministry of Higher Education and Scientific Research is enforcing a policy of absolute firmness for the Baccalaureate. Severe sanctions have already been imposed on several candidates caught red-handed cheating during the 2025 session.
Eight individuals who submitted their applications to the Office of the Baccalaureate in Antananarivo had their registrations rejected this year. The number of candidates in Antananarivo has been reduced to 61,997, down from the initial 62,005. “Some of those who were caught cheating in 2025 still dared to re-register, despite having been sanctioned,” stated a release from the University of Antananarivo regarding the exams taking place this week.
Following their appearance before the Disciplinary Council (Codis), these fraudsters were suspended from the exam. Some attempted to re-register in other provinces, while others tried in Antananarivo. “They are already on a blacklist. We identified them without difficulty,” explained an official from the Antananarivo Office of the Baccalaureate.
Earlier this year, 27 candidates appeared before the Codis at the University of Antananarivo for identity theft, fraud, or attempted fraud, primarily involving the use of mobile phones during exams.
The Ministry reaffirms its zero-tolerance policy against exam fraud. The use of mobile phones and any connected devices is strictly prohibited within exam centers for both candidates and invigilators. Books, notebooks, and any form of cheating or impersonation are also banned. Offenders face immediate sanctions, ranging from expulsion to a one-to-five-year ban from taking the exam, and potential imprisonment.
