Due to procedural complexities and administrative bottlenecks, projects totaling $1.085 billion are currently on hold.
A meeting between the government and a World Bank team took place on Monday in Mahazoarivo. Discussions focused on the main obstacles to project execution, particularly the complexity of administrative procedures and lengthy validation circuits, which delay disbursements and project launches. The government aims to implement simpler procedures and working methods to allow for faster release of available funds. The issue of compensating individuals affected by projects and clearing the necessary land for construction was also raised.
Prime Minister Mamitiana Rajaonarison emphasized the need to apply the principles of “celerity, impact, and innovation” in government action. He issued instructions to the relevant Malagasy officials to accelerate the resolution of administrative and technical blockages. The stated objective is to reduce the time between the availability of funding and its translation into concrete achievements. The government intends to ensure that mobilized funds are transformed more rapidly into executed projects and tangible results for the population.
The energy sector is among the areas where this acceleration is particularly highlighted. Discussions specifically focused on the need to advance renewable energy projects more quickly, strengthen the electrical grid, and improve the performance of the national water and electricity company (JIRAMA).
