Warning. The president of the Independent National Electoral Commission (CENI), Thierry Rakotonarivo, reiterates that only individuals of Malagasy nationality can be registered on electoral lists, at the risk of non-compliance of the electoral roll. He warns the various stakeholders involved in the electoral list revision process that “no foreigner or person who has lost Malagasy nationality should appear on the electoral list.”
According to the CENI president, Malagasy nationality is one of the primary requirements for registration on electoral lists, along with the age criterion of 18 years. The presence of a foreigner or a person who has lost Malagasy nationality on an electoral list means that it is “not compliant,” he emphasized during the launch of the electoral list revision process.
When asked about the means to verify this condition, Thierry Rakotonarivo indicated that the law provides several elements to establish Malagasy nationality. It can be recognized by a court decision, attested by a copy of the birth certificate, or by the national identity card, he pointed out. He further specified that it is the responsibility of those in charge of establishing electoral lists in each ‘fokontany’ (neighborhood) to ensure that registered persons meet this nationality requirement.
He reminded that any person meeting the conditions provided by law, particularly that of possessing Malagasy nationality, has the right to be registered on the electoral list and to run as a candidate in the various elections organized in Madagascar.
