Appointed as the provisional judicial administrator for the Sodiat group on May 8 by the Anti-Corruption Center (PAC), Serge Imbeh Jovial held a press conference on Thursday in Antanimena. He insisted on the strictly temporary nature of his mandate. Amidst questions regarding the group’s future, he sought to clarify the scope of his intervention: a transitional management role, not a takeover. “The appointment has been made, and the path is set. It is provisional to ensure the group’s operations,” he stated, recalling that his role falls within a legal framework strictly overseen by the judicial authority.
Central to this provisional administration is a crucial clarification: there is no transfer of ownership or power to dispose of assets. The judicial administrator was categorical about the limits of his mandate. “I cannot transfer assets, I cannot sell properties, even if there is an offer to purchase the Pradon building,” he explained.
This position aims to dispel any confusion regarding the nature of the PAC’s intervention, as 29 companies are affected by this measure. The stated objective is “to ensure the continuity of activities and the preservation of assets during a sensitive period.”

In this transition phase, the stated priority remains the group’s stability and the safeguarding of its operations. The actions taken aim to prevent any deterioration of the financial and social situation of the entities involved. “Preserving assets means ensuring that holdings do not diminish and are kept intact,” he stressed.
Beyond financial aspects, the social dimension is of central importance. Job retention is a major pillar of the mission, particularly in a context where some activities have already slowed down. “The goal is to keep employees on during the recovery process until the situation is clarified. The objective is that no employee leaves, including those currently on technical unemployment,” he specified.
Regarding governance, the judicial administrator emphasized the transparency of the mechanism. A management plan has been developed, and regular reports are submitted to competent authorities, including the Anti-Corruption Center (PAC) and the Intelligence and Investigation Service (RI). These documents track the situation’s evolution, the difficulties encountered—particularly regarding frozen accounts—and the progress made in managing the group.
This intervention raises significant economic and social issues. With 29 companies involved, the stakes go beyond simple crisis management: it is about maintaining a fragile balance between economic continuity, job protection, and asset preservation. “My motivations in this mission are job creation, asset preservation, and the development of these companies.”
