BOENY – Livestock agents sensitized on corruption risks

In a first for the history of anti-corruption efforts, the Mahajanga territorial office of the Independent Anti-Corruption Bureau (BIANCO) organized a skill-transfer session last Tuesday at the request of the Boeny Regional Directorate of Livestock (DRE). This initiative aligns with the call made last week by the President of the Republic for a firm stance against corruption.

The session focused on integrity, professional ethics, the administrative code of conduct, and the rules of good practice for state agents. Participants were sensitized to corruption risks inherent in their duties within the livestock sector, as well as how to handle professional pressures and high-risk situations.

Due to their roles in inspection, regulation, and resource allocation, livestock agents are exposed to various corruption risks. Key high-risk practices include the falsification of health and origin certificates, as well as the issuance of fake documents or the tampering with vaccination and sanitation certificates. These practices can facilitate the sale or transport of diseased animals or animals of suspicious origin.

Complacency during inspections at slaughterhouses also constitutes a significant risk.
