Strengthening revenues and improving expenditure efficiency. This is, in essence, what the International Monetary Fund (IMF) evaluation mission recommends.
In a statement released yesterday, the team led by mission chief Constant Lonkeng presented the conclusions of their working visit to Antananarivo last week. The visit aimed to assess the execution of the 2026 budget, examine the outlines of the 2027 budget, and the underlying economic policy orientations.
The IMF mission urges the authorities to accelerate public finance management reforms. The initial lines of the statement address a subject that has been mobilizing the Prime Minister’s office for several weeks: the low budget execution rate.
This situation is primarily linked to administrative bottlenecks. A working group has been set up to address this. In the immediate term, Prime Minister Mamitiana Rajaonarison has issued instructions to reach a 100% execution rate by November 2, the deadline for budget commitments.
Another point raised by the Bretton Woods institution mission concerns the strengthening of public revenues. “It will be essential, to remedy the revenue shortfalls recently observed, to implement without delay all the budgetary measures aimed at rationalizing tax expenditures as adopted in the supplementary finance law,” Constant Lonkeng emphasized in the statement. He had already mentioned this point following his meeting with Colonel Michaël Randrianirina, Head of State, at Iavoloha on October 7.
