The Ministry of Economy and Finance has consolidated several services into a one-stop shop to facilitate the processing of public expenditure files. Presented on October 12 in Ambatonakanga, the mechanism comes as the execution rate for domestically funded expenditures reaches approximately 62%.
Bringing services together to reduce delays: The Ministry of Economy and Finance is relying on a one-stop shop to streamline procedures for ministries and public institutions. The facility brings together officials from public procurement, tax, budget, and financial control departments in one space to limit travel and improve coordination in file processing.
Agents from the relevant administrations can obtain advice and advance their files up to the commitment of expenditures. “The advantage of the one-stop shop is that it brings all actors involved in budget execution together in one place. Users no longer need to travel from one office to another, as the officials capable of accelerating procedures are present on-site,” explains Hanitriniaina Razafitsalama, coordinator at the Budget Directorate.
This organization does not change the rules or procedures in force. It aims to facilitate their application through better coordination between services. However, its scope remains limited: the payment of expenditures continues to follow its usual circuit.
The establishment of this window follows the review on October 7 of budget execution statistics deemed insufficient by the administration. For expenditures financed by domestic resources, the execution rate reached approximately 62%.
The 22% figure reported for external financing corresponds to an IT integration rate. According to the explanations provided, it reflects a delay in entering expenditures already committed or recorded in administrative circuits. It cannot, therefore, be directly compared to the execution rate of domestically funded expenditures. Improving the information system should allow for more complete data on the use of credits.
Processing a file can currently take several weeks, especially when documents are missing. The administration intends to shorten these delays. A working group involving the Ministry of Economy and Finance and the Prime Minister’s Office has also been set up to identify bottlenecks and propose improvements.
The effectiveness of the one-stop shop will now have to be measured by the reduction in processing times. While better coordination can facilitate the commitment of expenditures, the realization of public projects also depends on subsequent stages, including payment, which remain subject to standard procedures.
