PUBLIC FINANCES – Budgetary information to be made accessible to the public

Access to information regarding the use of public funds is expected to gradually improve in Madagascar.

The assessment for the 2024-2025 period gave Madagascar scores deemed insufficient in terms of budget transparency. The relevant institutions now aim to strengthen data publication and citizen participation in the budgetary process.

The results published by the International Budget Partnership highlight budget transparency as a key challenge for public governance. The scores obtained did not reach the 61/100 threshold, which is considered the minimum level for a passable rating. However, this assessment covers the 2024-2025 period, corresponding to the previous administration.

For citizens, the issue goes beyond simple international ratings. Budgetary information allows for an understanding of where public resources come from, how they are spent, and whether expenditures truly align with stated priorities. Publishing this information in a timely manner also facilitates the oversight of public action and can help strengthen trust in institutions.

The Ministry of Finance plans several measures to improve this situation. Budget conferences are expected to be strengthened to further encourage citizen participation. Awareness and training initiatives are also planned to help the public better understand public finance issues.

The publication and dissemination of budgetary information is another priority. For citizens, having accessible and timely documents makes it easier to track the choices made by the State, particularly regarding revenues, expenditures, and the execution of budget forecasts.

The Court of Accounts (Cour des comptes) also expressed its willingness to improve access to information. Its President, Rakotondramihamina Jean de Dieu, emphasized the importance of preserving the integrity of the oversight missions entrusted to the institution. Among the announced prospects is the resumption, in 2027, of the publication of the settlement law document, which had been interrupted since 2020.

Documents comparing budget forecasts with actual revenues and expenditures for 2020, 2021, and 2022 are also expected to be made public. Furthermore, a simplified version of the Court’s annual report is planned, with the goal of making information more understandable for the general public.

At the National Assembly, the Chairman of the Finance Committee, Narson Rafidimanana, also affirmed his intention to strengthen the oversight role of Parliament.
