Madagascar is preparing new measures to promote access to employment for people with disabilities. A draft text specifying incentives for companies that hire them is currently being finalized.
A technical validation workshop for the draft text is being held on October 5 and 6 in Antananarivo, with the participation of various stakeholders. The document aims to clarify the implementation measures of Article 156 of the Labor Code, which provides incentives for companies employing people with disabilities. The concrete modalities are still to be set by decree.
The challenge is to move from the principle established by law to measures applicable within companies. Today, the lack of clearly defined incentive mechanisms can still limit employer engagement. The lack of knowledge regarding the exact number of people with disabilities in Madagascar also complicates the development of adapted policies.
However, the obstacle is not only legal or administrative. “Stigmatization and the idea that a person with a disability cannot work remain significant obstacles,” emphasizes Randriantahina Johnson, president of the Federation of the Blind. According to him, these prejudices can begin within the family itself and accompany the person until they enter professional life.
The work environment must also evolve. Lalaina Rabeharisoa, an official at the Ministry of Labor and Employment, believes that the adoption of new texts will not be enough. Company employees must also be sensitized to allow people with disabilities to work in adapted conditions.
The people concerned have also participated in the reflection on the project. According to Andrianalimanana Mahatsangy, head of the TAFA project, their proposals were taken into account in the drafting of the text. This is a way to better integrate the realities they face into the envisaged measures.
The goal remains to allow people with disabilities to have greater access to employment and to strengthen their autonomy. But for the principle of inclusion to become a reality in companies, the future mechanism must be accompanied by a change in practices and mentalities.
