For better social protection of self-employed workers, the National Social Security Fund (CNaPS) is preparing to extend social security to independent workers. The project, presented as one of the short- and medium-term priorities of the Fund, is currently “in full preparation,” according to its general management. The announcement was made on Tuesday, September 29, in Ampefiloha, on the occasion of the National Social Security Day (JNSS) and the launch of the 70th anniversary of CNaPS.
CNaPS currently has approximately 700,000 registered workers, according to its Director General, Soatiana Bety Léa Florent. For the Fund’s management, the challenge is now to expand this coverage and better meet the needs of workers, particularly those who do not fall under formal employment.
The extension of social protection to self-employed workers is among the priorities announced for the coming years. CNaPS also plans to continue improving its services, particularly in the area of family benefits. Prenatal and family allowances, annuities related to work accidents and occupational diseases, as well as retirement pensions have already been revised.
For the Minister of Labor, Employment and Civil Service, Denis Franconio Mac, social protection constitutes a fundamental right and an element of workers’ dignity. He also believes it represents an investment in the development of businesses.
The High Councilor for Refoundation, General Physician Marcellin Zafitasondry, for his part, calls for reflection on the social protection model to be built for future generations. He emphasizes the shared responsibility of the State, employers, workers, and relevant institutions in building this system.
The celebration of the 70th anniversary of CNaPS is intended to serve as an assessment of achievements and to define the prospects for social protection in Madagascar. In parallel, the overhaul of the Social Security Code is under discussion between representatives of the State, workers, and employers, indicates Soatiana Bety Léa Florent. The text could subsequently be submitted to Parliament.
