PROFESSIONAL INCLUSION – Social protection extends to self-employed workers

The National Social Security Fund (CNaPS) plans to extend social protection to self-employed workers. The announcement was made this Tuesday, September 29, in Ampefiloha, during the National Social Protection Day, organized as part of the 70th anniversary of the public social protection system for the private sector in Madagascar.

This opening to self-employed workers is among the short-term objectives of CNaPS, according to its Director General, Florent Soatiana Bety Léonne. She believes that increasing the number of beneficiaries should allow more Malagasy people to access social protection. The initiative is being carried out in collaboration with the Ministry of Labor, Employment, and the Civil Service.

The conditions for membership, contributions, and accessible benefits remain to be specified. The future mechanism will need to determine the procedures allowing self-employed workers to join CNaPS and access benefits.

This new direction is part of the commitment to establish a “dignified, inclusive, and sustainable” social protection system. CNaPS currently has nearly 700,000 beneficiary workers, according to its Director General.

The institution has 23 agencies, 13 branches, and ten offices across the country. The digitalization of services was presented during the open house organized in Ampefiloha and at CNaPS offices. Members can now consult their accounts and communicate remotely with the institution.

However, the opening to self-employed workers remains to be finalized. The next steps will need to clarify the affiliation conditions, the amount of contributions, and the rights to which this new category of beneficiaries will be entitled.
