ANDAPA – Local residents leverage regional resources for economic development

In Andapa, located in the Sava region, productive social safety net programs are focusing on training and local resources to enable beneficiaries to develop income-generating activities. From 2024 to 2026, the program covers eleven communes, seventy-nine fokontany, twelve territories, and forty-six working groups. Paid work is complemented by training and productive activities.

In a nursery, Henriette counts her clove and cocoa seedlings. She started with 1,500 plants and now has 4,500, which she sells to individuals. The income contributes to household expenses, her children’s schooling, and her contribution to the Voamami. “I am looking ahead. The money I earn allows me to buy food, fund my children’s education, and contribute to the Voamami,” she testifies.

Training is a key method for developing these activities. Twice a week, beneficiaries learn techniques tailored to their local needs, covering sectors such as cloves, cocoa, coffee, and sesame, as well as fertilizer production.

During a visit to the training sites, Rado Rakotomanalina, an official from the FID, emphasized the importance of applying the knowledge gained: “Now that you have received training and have the skills, you must put them into practice, work hard, and move forward together.”

This practical application is also organized collectively. Established on March 25, 2026, the Tambabe cooperative society, based in Andapa, brings together 940 beneficiary members across 47 AVEC groups. It operates in the production, collection, processing, and preservation of agricultural products, including ginger, sesame, peanuts, yellow-fleshed cassava, and plantains. Some of these products are processed into flour, jam, or chips.

Value is also added to basketry products, such as baskets, bags, mats, and decorative items. A portion of the income is reinvested into the Voamami or collective activities.
