REFOUNDATION – New entities on the horizon

The Head of State, Colonel Michaël Randrianirina, announced the creation of three new entities during this period of ‘Refoundation’, emphasizing that the majority of members will be young people. Speaking at the commemorative stele in Anosy on Friday, September 25, 2025, he stated that while experts will be included, the youth will be the primary focus.

The first entity is the ‘Refoundation Advisory Council’, which will consist of approximately 75 members tasked with defining the concrete path of the Refoundation. The second is the Economic, Social, and Cultural Council (CESC), which will have 111 members, with at least 50% being young people. This body is provided for by the current Constitution and has already received approval from the High Constitutional Court (HCC).

The third entity will be a new anti-corruption body. The Head of State expressed frustration that existing anti-corruption systems have failed to curb the scourge of corruption, which he identifies as the primary cause of the country’s poverty. He warned his collaborators that participating in the recent struggle does not grant immunity against repeating past bad practices.

While the government seeks to establish these new structures, experts note that existing legal barriers, such as parliamentary immunity and the jurisdiction of the High Court of Justice (HCJ), remain significant obstacles to fighting impunity. Discussions held by the Committee for the Safeguarding of Integrity (CSI) and the Independent Anti-Corruption Bureau (Bianco) suggest that legislative adjustments could be made to bypass these hurdles even before a new Constitution is drafted.
