How to reform and modernize the military institution? After several months of reflection, dialogue, and consultation, the military assembly initiated in January is set to conclude next week with the presentation of its final memorandum. According to the communication department of the Ministry of Armed Forces, the closing ceremony is scheduled for Saturday, September 26, in Ivato.
This memorandum is expected to consolidate the main resolutions from the assembly as well as the strategic directions chosen for the transformation of the military institution. It should also include an operational action plan designed to translate these guidelines into concrete measures as part of the refoundation process. The closing ceremony will mark the culmination of these efforts. The final memorandum is to be officially presented to the President of the Refoundation, Colonel Michaël Randrianirina.
Launched in January, the military assembly was presented as a framework for reflection on the renewal, modernization, and adaptation of the military institution to current challenges. It involved several months of discussions and consultations within the Armed Forces.
At the opening of the assembly, General Démosthène Pikulas, Chief of Staff of the Armed Forces (CEMA), emphasized the military’s desire to take on greater responsibility in national affairs. He notably stated that it was no longer acceptable for the army to remain the “Great Silent One” (La Grande Muette) in the management of the country.
