Biometric enrollment is entering a new phase. The second phase of the ‘Izaho Tokana 2.0’ operation was officially launched yesterday, September 16. It is scheduled to continue until July 2027, with the goal of reaching ten million Malagasy citizens aged 18 and over.
More than six million people have already been enrolled during the first phase. This new stage aims to further expand the operation’s coverage through the biometric registration of citizens.
The operation specifically aims to facilitate access to legal identity and strengthen the modernization of administrative services. It is implemented by the Ministry of Interior and Decentralization, with the support of the Digitalization and Identity Coordination project in Madagascar, funded by the World Bank Group.
This second phase comes as biometric identification is expected to cover a larger number of citizens. The target of ten million people is expected to be reached by the end of the operation, scheduled for July 2027.
The launch of this new stage took place as part of the activities related to the National Identity Day. Young people and various stakeholders also participated in the activities organized on this occasion.
