A five-year exam ban. This is the maximum penalty imposed by the Disciplinary Council (Codis) of the University of Toliara against candidates accused of involvement in irregularities during the 2026 session of the Baccalaureate. Meeting on September 11, the Codis ruled on nearly 80 cases of indiscipline and fraud.
Phones in the exam room, candidate substitutions, duplicates… The irregularities noted during the 2026 Baccalaureate in Toliara were numerous. For the 26 candidates accused of fraud using a phone during the tests, the sanction is a five-year exam ban. The same sanction was imposed for the 12 cases of duplication and 12 cases of candidate substitution identified.
Nineteen other cases of fraud were sanctioned with a one-year exam ban. Five candidates involved in threats or lack of respect received a two-year ban. For the two cases of disruption, measures will be defined in future regulatory provisions. These decisions were made in accordance with Decree No. 28457-2015.
According to the Director of National Exams at the University of Toliara, Risite Heriarivelo, the sanctions were determined based on the severity of each case. During this session, exam officials reported the use of phones during tests, subjects transmitted to third parties to be solved remotely, and candidates caught cheating.
Furthermore, the Disciplinary Council of the University of Toliara also addressed the issue of inconsistent grades. According to a university official, some teachers allegedly awarded very high grades without sufficiently thorough verification of the copies. Re-corrections subsequently revealed results that did not allow some candidates to reach the passing average. Henceforth, any teacher found responsible for awarding grades that do not correspond to reality will no longer be allowed to sit on a Baccalaureate jury.
