Antananarivo, Toamasina, Toliara, and Sambava are set to enhance their capabilities in anticipating and managing urban disasters. The third phase of the Regional Urban Preparedness (RUP) project was officially launched on September 8. The objective is to better prepare these cities for risks and improve their ability to respond rapidly when an event occurs.
These four cities are at the heart of this new phase. The project aims to strengthen disaster preparedness mechanisms and further integrate anticipation into institutional frameworks. Analyzing urban vulnerabilities and risks is also among the priorities. Social protection plays a significant role in the program, ensuring that existing systems can adapt to the consequences of disasters and provide a swift response to affected populations.
The project also emphasizes the protection and safety of all residents, as well as their participation in preparedness and response mechanisms. A statement highlighted that this approach aims to better account for the various population groups exposed to risks.
Through this new component, the RUP seeks to consolidate the preparedness of Malagasy cities, covering everything from risk identification to disaster response.
The implementation of this third phase relies on several partners, including the European Union’s Civil Protection and Humanitarian Aid, the European Union Delegation to Madagascar, the World Food Programme (WFP), the National Bureau for Risk and Disaster Management (BNGRC), and Humanity & Inclusion.
