Jirama, Madagascar’s national water and electricity utility, has identified several factors contributing to a 25-30 MW electricity production deficit on the Antananarivo Interconnected Network (RIA). These include low water levels at the Andekaleka hydroelectric dam, technical issues with a combustion turbine in Ambohimanambola, and a faulty alternator at the Mandroseza power plant.
To address the resulting rolling blackouts, which can last up to two hours per locality, the government has announced emergency measures. These include cloud seeding operations to boost water levels at Andekaleka, the importation of new power generators, and the accelerated integration of solar energy production.
Minister of Energy and Hydrocarbons, Radonirina Lucas Rabearimanga, stated that repairs are underway for the Ambohimanambola and Mandroseza facilities. Additionally, a new 3.4 MW thermal plant is being commissioned, and a 15 MWp solar plant in Moramanga will be gradually brought online. The company also plans to acquire further generators from South Africa and upgrade transformers to stabilize the power supply in the capital and surrounding areas.
