Despite the extension of the legal deadline to thirty days, many parents still fail to register their children on time, forcing some to resort to supplementary judgments.
Yesterday, Anita Rasoanirina, a young mother, jumped for joy in the courtyard of the fourth arrondissement, holding her child’s birth certificate in her hand. “I am so relieved, I can finally relax. I have been under pressure for so long. It was so difficult for me to obtain this birth certificate for my child!” she exclaimed during the issuance of supplementary birth certificates in the 4th arrondissement, an operation carried out with the support of the International Organization of La Francophonie (OIF).
Many children in this district had to wait for a supplementary judgment to obtain their civil status documents. According to the delegate to the mayor of the 4th arrondissement, Solofoniaina Ramahandrimanana, despite the extension of the legal birth registration deadline to thirty days, instead of the previous ten, many parents still do not complete the process on time. “I gave birth with a midwife. And since I am alone in taking care of my child, I could not come in time to make the birth declaration,” explains Nomena R., another mother who came to collect her children’s civil status documents. For these parents, the State should bring this service closer to the fokontany level to prevent children from going unregistered.
These parents are well aware of the value of this administrative document. They carefully checked the information written on the certificate to ensure that no errors had slipped in.
“It is a real relief. My child finally enjoys the same rights as everyone else. He can be enrolled in school and registered in the fokontany records. In case of medical care, this birth certificate serves as proof in the absence of an identity card. Furthermore, he now has an official legal existence in the civil registry,” adds Nomena R. Nine hundred and sixty civil status documents were issued during this operation.
